Licensing issues on a 7.9.10 version

I am writing to you regarding an issue that I am facing while trying to transfer my Ignition license to a new system offline. I have managed to obtain the activation text, but when I try to activate it on the Ignition activation website, I am getting an error message stating that the activation request cannot be processed.

I have followed all the necessary steps for transferring the license as outlined in the Ignition user manual. However, despite my best efforts, I am still unable to activate the license on the new system.

Could you please advise me on what steps I should take next to resolve this issue? I am eagerly looking forward to using Ignition on my new system, and I would be grateful for any help that you can provide.
