Follow all the steps there.
What you have posted looks like a web browser, which is used to download the designer launcher app, designer sessions are not actually launched from a web browser
Ensure you have the port, default 8088, appended to localhost e.g. localhost:8088
Ensure your gateway is running (Check status on the gateway webpage using a browser)
Check your firewall isn't blocking traffic
