I know on v8 there is a lockout feature for failed attempts
Is there something similar available for 7.8 or scripting I can use for this?

No there’s nothing like this available in versions before the lockout functionality was introduced (~8.0.6 maybe?).
If there were a workaround or scripting way to accomplish this it might not have been implemented as a first class feature when it was.
