It looks like the Alarm Notification module is currently required for the settings to show in the UI. This isn't intended and a ticket has been opened. Thank you for reporting it.

Hey Garth, Thanks for the feedback . I can confirm installing the Alarm Notification module solved the issue. I marked this as the solution but hope we don't need to pay to log alarms in the end. Thanks again.
