We have data collector driver written in C language that will fetch the data tags from Fanuc devices via Focus protocol. Same that data collector service can be developed in ignition as Module .modl? in Java

In theory, yes. It will be easier if that C code isn't using any DLL or native library.
You'll need a competent Java developer.
