Moving license between customers

If one of our clients doesnt want SCADA anymore, we can take that license and give it to a new client?

From an accountability pov, no. The license is the customer property generaly, depending on the contract with the maker / OEM.
But... as @mpoulsen921 said, ask IA/IA dist.

Hmm, maybe I havent explained it precisely...

Lets say, we (my company) buy the license and we make scada for a client. That client says after 3 months, that they dont want scada anymore. Sooo, can we take that license, because we bought it?

And lets say, after next 3 months a new client appears and we use that license?

If they didn't pay you, then I guess that license is yours. This is more a legal question than a technical question. You should ask IA for advice. Or a lawyer familiar with contract law in your locale.
