Panning with mouse scroll button doesn't work anymore in 8.1.3 desinger

Hi,
Holding down the mouse scroll button and moving it left to right to pan screen doesn’t work anymore in 8.1.3 designer.
Only up and down working.

In browser runtime, both work like before.
