To have 1 perspective gateway backup you need 2 licenses?

The question is very vague. Is it scheduled backup? Why do you think you would need 2 licenses? What do you mean by Perspective gateway backup? A gateway backup would have all resouces in the gateway not just perspective. You might need to explain more about your setup.

I mean, if main server fall, can use same license in another server to keep the service runing?

I guess can also use the same license and redirect the project to the working gateway
