When creating a new perspective project "Perspective Menu Nav 8.1 and Web Nav 8.1", I have seen these two options. I don't know what is the difference between these two.
Both of these are optional Project Template options when creating a new project.
The difference between them is that the Menu Nav gives you a vertical menu system along the left side of your screen, while the Web Nav gives you more of a horizontal menu along the top of your screen.

Web Nav:
Of course, you don't need to use any project template - you could just start with a blank project.
