Hi,
I’m using Ignition 8.1.15 (b2022030114). I cannot find any easy way to re-order the items in a Menu Tree, other than a cumbersome add/delete/add/delete workflow. I’ve tried to edit the view json file directly, but with no effect. Drag/drop does not work either.
Any suggestion?

Try this:
Drag and drop does work, it just doesn't work well. You have to click only on the highlighted area when selecting the main object. However, the item numbers get renamed in weird ways, so it is better to just do it as @Transistor has shown.
