Problem:
Initial page is setup to page/miDashElec in the page configuration.
However on perspective start up the browser url is setup to
http://10.36.58.49:8088/data/perspective/client/Project, which is not the page url (http://10.36.58.49:8088/data/perspective/client/Project/dashboard/electrical)
Is there any way the initial page url can be setup to the page url?

I am not aware about the solution for your problem, but can you explain what stopping you to use this specific address in browser?
On start-up Ignition opens the correct page with following url:
http://10.36.58.49:8088/data/perspective/client/Project
Want Ignition to open the same page with following url: http://10.36.58.49:8088/data/perspective/client/Project/dashboard/electrical
Want to understand your startup process/Command.
Here Startup refer to following page
OR MENU in Designer
Tools > Launch Perspective.. > Launch Session
OR
You have any third party application that use the URL.
