Popup Window Placement Ver7.9.10

I have created a Popup window and set it as Floating
It does not want to open at the floating coordinates, cant figure out what I am doing wron?

Make sure you uncheck the Center box in whatever you’re using to open the popup

This is how the button that opens it is setup

What ever I try It always opens at the top Left?
