The power chart doesn't keep the pens that were added during runtime once you close that view. There are ways to keep the pen configuration, but they are not built in. Check out this topic:
If you want a set of pens to always be there every time for all users, you could add the pens in the designer preview and save the view. Then, every time that view is open, the power chart will start off with those pens.
