Redundant Gateways Backup & Restore

This is a simple question but I couldn't find anything about it. If I have a redundant system and want to create a backup gwbk file, do I need to create one from the Master gateway and one from the Backup gateway, or is simply doing a backup from the Master gateway specifying "Download with Peer Data" sufficient (assuming that I select "Restore local-only Configuration files" when I restore)? It looks like after the Master is restored, the Backup resyncs and restarts automatically so a separate restore for the Backup gateway is not required and therefore making a backup of the Backup gateway isn't needed. Is that correct?

Yes, this is all you need to do. The "Download with Peer Data" option grabs some files from the redundant backup that are specifically related to that gateway, such as certificates that are relevant only to that machine. If you use the "Restore local-only config" option on the master, it will actually send the backup-only files to the backup gateway (if connected). Or you could restore the exact same gwbk on the backup gateway with the "Restore local-only config" option, and it will apply the backup-gateway-only local files to the gateway.
