In the Report designer, is there a way to have the CSV export separate each page of the report to a separate sheet in excel?
No.
CSV is, by definition, a super simple format of strictly ordered, strictly linked columns and rows.
If you want a different appearance in Excel, consider exporting your report to Excel format, though the best solution here is almost always to not use the reporting module at all.
