Report editor: move backward/move forward missing

For adjusting the z-order of components, there’s no equivalents to
Move backward / Move forward of the main designer.

I could only find “Move to back” and “Bring to front” equivalents.

Perhaps the report designer’s menu could use some added organizing
and standardization (using same names as in the main designer, for example)
as well.
