Curious what if any options I have for translation for text within reports? Can this leverage the translation manager list?

Reports don't run through the Vision or Perspective translation systems because they are generated on the Gateway, so they have no idea what locale you want.
However, you can definitely use the translation system to translate all the text on your reports. Make one of the higher up parameters the name of a default locale (which you can override). Since other parameters are expressions, you can use the translate() expression function on them. Use those parameters to control text seen in your reports.
