In report simple table settings, I am not able to change the color of table border ( stroke color) . When I change the color of stroke in designer and go to preview mode those settings on the stroke color are lost. This behavior is only related to default borders of the table that comes when table style is selected. I am using classic2 style.
Is there anything in the designer log about this? I found a ticket for a different issue with borders on the simple table and testing shows this was working about the time 8.0.17 was released, so I suspect something else might be going on.
I don't see any error. I just see the update and save being logged. No error reported in log.
In the "Report Error" Button pop up does not show information on stack trace.

That's very odd. Consider contacting support, but don't be surprised if you are told to upgrade. (v8.0 is long past end-of-life.) BTW, there's a soon-to-expire special offer for companies that have no support to buy it now without the upgrade penalty. You should tell your bosses.
