I am trying to restore my FPMI backup onto a development box so i can export a window that accidently got deleted. I keep getting a OutOfMemoryError error.

You’ll need to do it the manual way. Open the backup file in an archive program like 8-zip, and pull out the contents of the DB directory, and just copy them into your FPMI install’s DB directory.
