I know that Vision client requires java in order to work. Has anyone tried a Windows emulator for Android? If so, have you been able to run without problems a Vision project from there?
The recommended experience will be migrating (developing from scratch) the entire project to Perspective, but if there is another alternative you can think of I am all ears.

It would probably be easier to set up remote desktop services on a Windows server and run the tablets with the remote desktop app to access the app.

There are Java emulators out there for Android. May give one of them a try to see if you can just run Vision "natively" in the emulator.
In theory, you could run Vision in the browser "hosted" by the webassembly environment, as in:
No idea how the required networking between the client and the gateway would work in that cursed environment, though.
Everything old is new again 
Apache Guacamole is another (fully OSS) offering in the same general space.
While I think this is probably the best way to accomplish the immediate goal, it's always going to be a pretty poor experience.

The extra you’d spend on hardware you’ll save in dev time……… use Surface Tablets that run full blown Windows.
If you don’t see me on the forums from now on, Phil has taken me out for recommending WinDoze.
