cannot be created because it already has an active operation and the equipment is not marked as being capable of running multiple operations simultaneously.
I hit Run in the OEE Run Director and an error was reported

It sounds like the system thinks there is a run in progress.
You might look at the tag collector entries with the value editor component to see what the last values are for OperationUUID, Mode, and Product code are.
