Tag Bad_ConfigurationError Quality

What does this error mean?

Bad_ConfigurationError: There is a problem with the configuration that affects the usefulness of the value.

This quality doesn't even show up in the manual. (8.1.27)

Hovering over the quality under the tag in the tag browser, the tooltip says "good".

I usually see this with OPC tags when I have a typo in one of the parameters that prevents the tag from finding its device connection.
