Tag change script executing on publish

I have a tag change script that is firing every time I save and publish my project. I have used initialChange in the past to stop this from happening. I have it coded:

but for some reason on this installation the initial change is not working and the script is executing when publishing. Im running 7.6.6 does anyone have experience with this?

does anyone know the answer to this?

Is this a question that can be answered on the forum or should I just call in? im just wondering if this is a known issue with the revision im running or if there is something else going on.

I called in to tech support and it looks like this issue was fixed in 7.6.7
