Tag imports succeeding in 8.1.48 but failing in 8.1.47

The above json imports into 8.1.48 fine, but in 8.1.47 in interactive mode the StorageTanks folder is empty. I looked over the 8.1.48 changelog and couldn't find anything that looked relevant to that.

Any ideas?
