I am trying to start a new transaction group. When I do so, the group is 'unable to start'.

Try moving South Basin On to the run-always section.
I can't drag and drop the tag or copy paste it into the run-always section. Right clicking under the run-always section to add a tag adds it under the Basic OPC section. Is there somewhere in settings I need to edit to get the tag into that section?
It looks like what was actually causing this error was having a space in the table name. It might be worth adding some sort of warning to that field.
