Unable to connect to Siemens S7-1200 PLC OPC UA server

I've been to trying to connect to the OPC UA server I created on an S7-1200 but keep getting this error. I'm on the same network as the PLC.

UaException: status=Bad_ConnectionRejected, message=io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection refused: no further information: /192.168.1.2:4840

Recompile? Download hardware configuration?

Right now you have a basic network problem that means the connection is blocked or the server isnt running.
