Unable to export perspective view

I open the designer for one that I want copy a view from it gets stuck. I don't see any error messages but the Microsoft file save window is truncated. Just the check mark icon and the text Save with an X to close but no real window is opened.

It's a new 8.3.6 install with the project imported not a gateway backup restore.

I'm not sure what's stopping it. I've tried rebooting the VM and selecting a single view and it still does the same thing.

It's very strange. I have another VM where I just installed 8.3.6 and imported the same project but it gives me the correct windows pop up. ???

The one that works is on a local Windows 11 VM. The one that's not is on Windows Server 2022 but it has all the company IT nonsense on it. I'm not sure if that matters. I've got other company 2022 VMs with 8.3.3 and not seen this issue.

The File Import in Designer does the same.
The Windows notepad file open and file save works fine.
