Unsigned Module Quarantine causes missing SSL Cert?

Attempted to install an unsigned module on a fresh gateway, install fails because the gateway is not in Developer Mode.
Signed the module with my build tools and tried to reinstall the same module, this time the signed version.

Seems to have lost the certificate somehow?

Upon exiting the popup, the following shows in the quarantine:

I now can't install the module.

Rebooted the server, got asked to review and accept both the Certificate and the License of the module. Can now install/update the module.
