Can I upgrade to Ignition 8.0.2 from version 7.9.9, or is it necessary to install version 7.9.11 first?

I recommend backing up your 7.9 installation, then restoring it to a fresh 8.0.2 installation. You shouldn’t need to do a minor upgrade to 7.9.11.
I would recommend this be a completely different server, at least at first, so you can test your setup before depending on it in production....
