When I upload a quarantine.xml file that I pulled earlier, I redirect to a page that says, "This site can’t be reached. The connection was reset."
I'd upload the xml file here, but the tag paths have brand IDs and it's all technically confidential data. If there's any other information that would help sort this out I'll see if I can provide it.
The buffer was at 25,000 entries when I downloaded it, I'd prefer not to lose the data.

This forum is not support. Support can handle your data under an NDA and/or see what else is going wrong. Open a support ticket.
A quick search didn't show any results, so I wasn't sure if this was an issue people were able to fix easily on their own or if no ones seen this bug before. I'm opening a ticket as well, but I thought I'd make a post.
Connection reset sounds like something between where you're trying to upload and where the gateway lives is interfering, i.e. a firewall, router, etc, whatever, that isn't keeping the connection alive long enough for the file to upload.
My free open source tool Kindling is also an option to open and explore store and forward caches.
