In Ignition 8.0.9, I have seen in the logs that the ValueChanged scripts are executed when I restart the server: both when it is STOPPING and when it is RUNNING:

- Running:
This is a problem because a value change has not really occurred.
For more information, I start all my scripts like this (to avoid the first execution or initial subscription), but it doesn’t work:
