Voice call multiple people for single alarm

Hi. I am looking for a way to create an alarm notification pipeline that sends a voice call to multiple people, in which both people must acknowledge the alarm and show on the alarm history which user has acknowledged the alarm.

For instance:

  1. Alarm comes in
  2. User 1 acknowledges alarm, alarm does not re-notify this user
  3. User 2 misses call, does not acknowledge alarm, alarm re-notify's continuously until User 2 acknowledges the alarm.

The point here being, I want both users to receive the alarm and both acknowledge the alarm.

I am not a programmer, and I have little to no experience doing these things or with this program. My boss has tasked me with trying to make this work.
