The Voice Notification and TTS Voice module fault on startup ( and restart ). Ignition version is 8.1.32

What shows up in the wrapper log?
What might have changed since it last worked?
I have the same fault with the Voice Notification Module
I tried restarting the module, and I tried reinstalling the module and neither worked

I'm not sure, 2 months ago I installed the Twilio module to set up voice calling for my customer. This week, they finished their firewall routing. So I was trying to test outgoing calls and noticed this was not working.
That's a pretty big hint as to what is wrong.
Start with making sure the proper ports are open etc...
