Hello! Has anyone used a "cellphone in a box" device to connect to Ignition voice notification? I have a system switching from Wonderware to Ignition that currently uses a modem to convert to an analog line to an Ooma AirDial. I would like to keep the Ooma if possible. Could I just use a Grandstream device instead of the modem? Thanks!

If nobody comes up with a clear answer to your question, perhaps you can find something in there that will be of use.
Do I understand correctly that the old system uses an analog modem to communicate with the OOMA device? How do you plan to replace the analog modem? This step alone sounds difficult.
Take a look at the last paragraph of the Voice Notification Module in the manual:
This module requires the Alarm Notification module and some SIP-compatible VoIP service
A quick search reveals the OOMA AirDial is not SIP compatible.
I suppose you could write your own 3rd party module to do that…but it would be much less work to replace the OOMA.
