VOIP Call Quality - Stuttering

I am having issues with the quality of the call when dialing to user.
We are running an Avaya phone system, The quality is the same if it is to an internal or mobile phone.
I’ve included the log from our phone system and response time look good, I’ve captured the raw audio into the phone system and the audio is still stuttering.
I added another network interface onto the ignition server to have it on the same native VLAN and still having an issue.
I’ve narrowed back as close as possible to the output from the ignition server.
Is there a way to record the output of the call directly on the ignition side?
