Voip voice notification using sim card

Hi, I wanted to create a Alarm Notification Profile using VOIP Voice Notification. I wanted to know if I can use a sim card and cell modem/some other device to do this?
Please let me know what’s the best and cheapest way to achieve this without having to use telephone.

I was thinking of using Skype as it says in the user manual but some features not available in Skype anymore. Let me know if you are using Skype or something else?
