As I've searched the component both in production server and my localhost both versioned 8.1.19

I would like to know whether we need to install the web browser component separately,

check if the module is installed, (and probably needs a lisence too for when you use it outside of trail mode)

The module is part of a standard install. You should check the gateway's module configuration page and see if it is faulted. (Or it could be missing, if someone chose to omit it at install, or you upgraded a system that didn't have it.)
