What does the black (NOTICES) overlay mean?

The red overlays usually linger long enough for me to hover/click and find out more, but whenever I see the black overlay, it always disappears before I get the chance to see what it's trying to tell me. I did manage to capture this screenshot, which in this case is a Flex Repeater containing eight embedded checkbox views.

The red overlays can be repressed with "Overlay Opt-Out", but as far as I can tell, these overlays can't.

The only thing that I could find that was even remotely close to that is the 'Unkonwn overlay' which is displayed for any Uncertain quality subcode.

But that page doesn't show anything with 'NOTICES' on it.

It is just that, notices just means it happened to several bindings in a flex repeater i think.

It disappears and is working normally again, could be the quality jsut gets to good before you can click it ?
