Why can I not create a new Perspective Project via Designer?

The 403 sounds like the same underlying problem reported in this other thread:

Is this only when trying to use one of the template projects? Can you reach this URL? https://api.inductiveautomation.com/v2/ignition/projects And separately, can you download (in a web browser) the linked template projects? Might be something in your environment blocking those requests.

Can you download the individual project templates listed in the JSON response from that site in your web browser?
