Why can't Designer Launcher be pinned to taskbar or start menu?

I understand not being able to pin the Designer, but why not the launcher?

Try dragging it into the taskbar rather than right clicking.

Thanks @jcoffman. I was just trying to right-click-pin from the taskbar, which only provided a “Close all windows” option. I was able to pin it from the desktop icon.
