Installing a module where the documentation has been included in the module as a HTML page, in 8.1 this was viewable with the three dots menu on the module list page, same place as the "View License" item was listed.
Now there is no "Docs" menu item, but the "View License" one still exists.

As mentioned there, the plumbing is all there on the backend, so your documentation is being hosted by the gateway, there's just no convenient option to link to it.
