Are these workstations isolated from the internet? If so, you may need to disable certificate revocation checking.
Just to add to the mix here, I am not seeing any slowdown when running Designer from a Linux client. My Windows client however does take several minutes to start Designer, so I am guessing something specific to Windows. Anyone with a Mac having issues?
We are also having issues with designers getting stuck loading "Starting module: perspective" for several minutes.
Vision clients also get stuck "Starting..." for several minutes after login.
These problems have been intermittent for us; Sometimes opening immediately, sometimes taking 3-10 minutes.
This is effecting connections to our central gateway and all of our edge machines. (Both local and remote connections are effected)
Perspective sessions do not seem effected.

I am observing Windows Defender (Antimalware Service Executable) CPU activity greater than 90% during Designer project launches. Potentially a Windows Defender policy update causing this behavior?
I was just testing this on a VM. I think I was able to replicate this by triggering a targeted Windows Defender scan on the jxbrowser directory in the .ignition cache when Perspective starts to initialize.
Edit: The scan completed but it seems to have still stalled Perspective from loading (finished after 4 minutes). I didn't see any load times greater than 20 seconds until running the scan even with a painfully slow VM
Alright, it looks like this was confirmed to be related to the packaged Chromium browser extraction for the Designer due to some change in Windows Defender.
